ADVERTISEMENT NOTICE FOR BIDSProject Name: Milwaukee County Secure Residential Care Center for Children and Youth (MC - SRCCCY) - Bid Release 2 Project Location: 10201 W Watertown Plank Rd, Milwaukee, WI 53226 Project Number: WS12401 Contract Description: The project consists of a 27,000 S/F two-story addition, 1,800 S/F added outdoor recreation space, and 8,800 s/f of renovation to the Vel R. Phillips Youth and Family Justice Center that will be referred to as the Secure Residential Care Center for Children and Youth (SRCCCY). The two-story addition will add a Welcome Center, Administration, Admissions & Release, Security & control, Health Center & Behavioral, Visitation, Food Services, Interior and Exterior Recreation, Education, Housing, and Secured Perimeter to the campus. The Renovation work is to existing MCAP pods and infrastructure. The completed facility is expected to house up to (50) youth. The vision for Milwaukee County SRCCCY is to Establish a safe, positive, sustainable, and developmentally appropriate treatment environment for youth committed to the county that effectively promotes accountability, protects the community, reduces recidivism, and returns youth to our community with the skills needed to become successful and productive citizens. Substantial Completion Date: October 27th, 2025 [Project funded by: State of Wisconsin and Milwaukee County (Non -Mandatory) Pre-Bid Meeting: April 24th, 2024 at 10:00 a.m. Bids are to be completed online in Bid Express internet Bidding System at https://www.bidexpress.com/businesses/24937/home no later than 2 P.M., May 10th, 2024. Milwaukee County project bid summary results will be posted on the Bid Express site and Milwaukee County web site at www.county.milwaukee.gov. Bid summary results may be available a few hours following the Bid Due Date time. Contractors shall employ a minimum of 50% of the Contract labor force with employees that reside in Milwaukee County. Documentation must be performed by LCPtracker Labor Compliance software. (see Bid Documents for RESIDENCY PROGRAM REQUIREMENTS). Milwaukee County Residency - 50% Bidding document distribution will be online in Bid Express internet Bidding System at https://www.bidexpress.com/businesses/24937/home All bidders must meet the minimum software requirements of the bidding website and be able to view, enter, scan and upload PDF files to submit a bid. PRIOR TO CONTRACT AWARD BIDDERS MAY BE RQUIRED TO COMPLETE AND SIGN TBE-14 / DBE-14 FORMS. Bidder's attention is called to the "Notice of Requirements for Affirmative Action to Ensure Equal Employment Opportunity" (Executive Order 11246), contained in the Bid Documents, which set forth, in part, goals and timetables for the employment of women and minorities in the project area. Bidders shall submit a completed contractor qualification statement not less than five (5) calendar days prior to the bid due date. Contractor qualification statement is valid for a three-year period commencing on the date accepted. Refer to Milwaukee County Ordinance Chapter 43 for more information. Owner reserves right to reject bid, to waive informalities in bid or to accept bid which will be in best interest of Owner.
