SECTION 00 11 13 ADVERTISEMENT FOR BIDS West County Line Road Reconstruction Village of Brown Deer, Wisconsin City of Mequon, WisconsinTIME AND PLACE FOR BIDDING Notice is hereby given by the Village of Brown Deer, that it will receive sealed Bids for the West County Line Road Reconstruction until 10:00 a.m. on May 2, 2024, at which time they will be publicly opened and read aloud. The bid opening meeting can be accessed by the Google Meet virtual meeting platform at the following web address: meet.google.com/xzu-dxcy-aef DESCRIPTION OF WORK In general, the project includes pulverizing the existing pavement (5,900 SY), installation of crushed aggregate base course and widening the roadway, driveway removal and replacement, installation of a 5-inch thickness of Hot-mix asphalt (1,750 tons), shouldering, and installation of 6- foot-wide concrete sidewalk along the south side of the roadway (13,200 sf). As part of this work drainage improvements will be installed (410 LF HDPE Storm Sewer and 425 LF RCP Storm Sewer, various diameters), and drainage swales adjacent to the roadway will be regraded and restored (7,000 SY). The project is a joint construction effort between the Village of Brown Deer and the City of Mequon. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. BID SECURITY Bids must be accompanied by bid security in the amount of 5% of the maximum bid amount. Bid and bid security may not be withdrawn for a period of 60 days after the Bid Deadline. Bid security will be retained if the Bidder is awarded the Work and fails to execute the Agreement and furnish 100% Performance and Payment Bonds QUALIFICATIONS Bidders shall prequalify by submitting a Statement of Bidder's Qualifications to the Village five (5) days prior to the Bid Deadline in accordance with Wis. Stat. §66.0901(2). Contractors shall submit a completed qualification form to Matthew Maederer, Director of Public Works/Village Engineer at mmaederer@browndeerwi.org. Pre-qualification forms may be obtained from the Village's website at www.browndeerwi.org on the "Public Works" homepage or found bound within the Project Manual. Bidders who have previously and successfully pre-qualified for work in 2022 or 2023 do not need to resubmit another form. WAGE RATES The Contractor shall be required to pay not less than the minimum wage rate as established by law. In accordance with Wis. Stat. §66.0903 of the prevailing wage rates are not applicable to this project. The Village of Brown Deer reserves the right to waive any informalities and to reject any or all Bids.
