Sealed bids will be opened on Friday, February 28, 2020 at 10:30 A.M. for HIGH IMPACT PAVING WORK, in the following location:
CONSTRUCTION OF VARIABLE THICKNESS ASPHALTIC CONCRETE PAVEMENT, PAVEMENT GRINDING, PLASTIC PAVEMENT MARKING, MANHOLE\INLET ADJUSTMENTS, CUC ADJUSTMENTS, ETC.;

N. Sherman Blvd. - W. Hampton Ave. to W. Villard Ave.
W. Fond Du Lac Ave. - N. 68th St. to N. 75th St.
W. Hampton Ave. - N. 51st St. to N. 60th St.
Time for Completion:
Work in N. Sherman Boulevard must be complete by August 30, 2020. There is a high school - Custer High School at 5075 North Sherman Boulevard.
Work in W. Fond du Lac Avenue and W. Hampton Avenue shall be complete by September 23, 2020.
Any work started in June or July of 2020 must be complete by July 10, 2020. No construction activity will be allowed during the Democratic National Convention (DNC) from July 13 to July 17, 2020
Liquidated Damages, per diem: $800.00/Day
The Residency Requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53210, 53212, 53215, 53233.
The SBE Requirement for this project is 15% of the contract base bid.

The Apprenticeship Requirements for this project are: 0%. If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53210, 53212, 53215, 53233
The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid.
Bid Security Required: Bond (either Electronic thru Bid Express or Paper), Certified Check, Cashier's Check or Cash to accompany bid: 10% of the Contractor's Base Bid. For those bids being submitted through BID EXPRESS and using a Paper Bond, the contractor may fax a signed/executed copy of the bid bond to the Department of Public Works Contract Office at 414-286-8110. HOWEVER, THE FAXED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document will then need to be submitted by the contractor to the Department of Public Works Contract Office, Rm. 506, Municipal Building, immediately upon being notified that they are the apparent low bidder.
IMPORTANT NOTICE: The Invitation to Bid, all bid documents and the Plans and Specifications for the listed project(s) are all available electronically on the DPW website AS WELL AS on the Bid Express Website. Bids can be submitted using either Bid Express OR by purchasing and submitting paper bids. However, Bidders are strongly encouraged to utilize the electronic and/or Bid Express methods of obtaining bid documents and Bid Express for submitting bids. PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukee's B2GNow contract compliance software. Contractors must complete the training no later than 30 days after the date of contract award. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the City's contract compliance software.

PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukee's LCP Tracker Labor Compliance Software after the date of contract award. Throughout the contract term, Contractors are required to regularly provide timely payroll information via LCP Tracker.

A $10.00 per set additional non-refundable fee is required to obtain bid documents by mail. Plans are sent via U.S. mail unless other arrangements are made by the contractor.
