ADVERTISEMENT FOR BIDS ————— Water Treatment Plant No. 2 Rehabilitation Forest Lake, MN RECEIPT AND OPENING OF PROPOSALS: Proposals for the work described below will be received online through until December 10, 2020 at 10:00 a.m., at which time the bids will be opened and publicly read through Microsoft Teams. Rehabilitation of the existing steel filter with air scour backwash system to include: (a) Replacing existing filter media, (b) Replacing existing underdrain system header and lateral underdrain system embedded in concrete, (c) Sandblast and paint interior of steel filters, (d) Replace existing spray aeration nozzles, (e) Replace existing supply and exhaust aeration ducts, (f) Miscellaneous piping revisions. 2. Chemical feed improvements. 3. Backwash waste and regeneration waste pump replacements. 4. Miscellaneous electrical and HVAC improvements. COMPLETION OF WORK: All work under the Contract must be complete within 190 calendar days after receipt of the Notice to Proceed. MINIMUM CONTRACTOR QUALIFICATIONS: The Bidder shall have experience as a General Contractor in the successful completion of at least three municipal water or wastewater treatment plants within the last five (5) years. BID SUBMITTAL: A Bid shall be submitted online no later than the date and time prescribed. For this project the City will only be accepting online electronic bids through Quest CDN. Prospective bidders must be on the planholders list through QuestCDN for bids to be accepted. BID SECURITY: A bid bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of City of Forest Lake shall accompany each bid. The project is not subject to the provisions of Little Davis-Bacon Act. PERFORMANCE AND PAYMENT BONDS: The successful Bidder will be required to furnish a Performance Bond and Labor and Materials Payment Bond each in the amount of the Contract. The Bid, Agreement, and Bonds shall be conditioned upon compliance with all provisions of the Bid Documents.
