STREET LIGHTING and APPURTENANCE WORK

CITY OF MILWAUKEE SPECIFIC OFFICIAL NOTICE NO. 46-1-2023Sealed bids will be opened on Wednesday, April 5, 2023 at 10:30 A.M. for STREET LIGHTING and APPURTENANCE WORK, in the following location: Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to DPWbids@milwaukee.gov as detailed below. Contact DPWbids@milwaukee.gov to attend the bid opening via conference call. WORK ON THIS PROJECT SHALL INCLUDE, BUT NOT LIMITED TO: TRAFFIC CONTROL, INSTALLATION OF VARIOUS STREET LIGTHING APPURTENANCE WORK, INSTALLATION OF STREET LIGHTING, WOODEN POLES REMOVALS, INSTALLATION OF CONDUIT AND CABLE, INSTALLATION OF 9” HIGH EARLY STRENGTH CONCRETE, ELECTRICAL APPURTENANCE REMOVALS, CONSTRUCTION STAKING, CONCRETE BASE REMOVALS, ETC.; Located at: RE5239118527 – West Good Hope Road – North Range Lind Road to 490’+/- east of North Teutonia Avenue (Rail Road Tracks) (Permanent Street Lighting) Time for Completion: All work on this contract shall be completed by August 31, 2023. The work on this contract shall start on or before April 3, 2023. Liquidated Damages, per diem: $500.00/Day The residency requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233. The SBE requirement for this project is 25% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: N/A The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid. Bid Security Required: Bond, Certified Check, Cashier’s Check or Cash to accompany bid: 10% of the Contractor’s Base Bid. For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing DPWbids@milwaukee.gov. THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, immediately upon being notified that they are the apparent low bidder. IMPORTANT NOTICE: All bid documents for the listed project(s) are available electronically at www.city.milwaukee.gov/dpwbids and at www.bidexpress.com and can be submitted using either Bid Express or by emailing PDF copies of the complete bid documents to DPWbids@milwaukee.gov before 10:30 am on the date of the bid opening. Any required addenda or response related to listed projects will be posted on both the DPW and Bid Express websites. PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukee’s B2GNow contract compliance software within 30 days of the contract award date. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the City’s contract compliance software. Please contact the Office of Equity and Inclusion (OEI) at 414-286-5553 should you have any questions or concerns regarding the training or reporting process. PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukee’s Labor Compliance Reporting (LCR) Software after the date of contract award. Throughout the contract term, Contractors are required to regularly provide timely payroll information via LCR.
