CITY OF MILWAUKEE SPECIFIC OFFICIAL NOTICE NO. 29-1-2024Sealed bids will be opened on Friday, April 12, 2024, at 10:30 A.M. for HIGH IMPACT PAVING WORK, in the following locations: Bids are opened remotely and the public is welcome to attend. Submit your bid either via Bid Express or via email to DPWbids@milwaukee.gov as detailed below. Contact DPWbids@milwaukee.gov to attend the bid opening via conference call. CONSTRUCTION OF VARIABLE THICKNESS ASPHALTHIC CONCRETE PAVEMENT, PAVEMENT GRINDING, PLASTIC PAVEMENT MARKING, MANHOLE\INLET ADJUSTMENTS, UC ADJUSTMENTS, ETC.; Located at: Official Notice No. 29-1-2024 High Impact Paving - ST216240107 The "High Impact" asphalt paving project locations are as follows: North 107th Street - West Good Hope Road to West Bradley Road North 115th Street - West Florist Avenue to a point n/o West Kaul Avenue Time for Completion: All other work on other projects shall be complete by August 16, 2024. No work in the public right-of-way will be permitted to occur during the Republican National Convention (RNC) from July 14, 2024 through July 20, 2024. All excavations must be temporarily restored or covered with a steel plate to allow through traffic or ADA compliant pedestrian access (Permits could be denied based on coordination with the Secret Service prior to July 14, 2024). Liquidated Damages, per diem: $1000.00/Day The residency requirement for this project is 40% of all hours worked on the project. One quarter of these hours must be attributable to residents living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233. The SBE requirement for this project is 15% of the contract base bid. The SBE Compliance Plan (Form A) must be submitted with the bid and is an element of bid responsiveness. SBE certificates must be submitted with the Form A. Incomplete SBE Compliance Plans (Form A) or inaccurate SBE Compliance Plans will not be accepted and will render the bid unresponsive. The apprenticeship requirements for this project are: N/A If this contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program and 40% of all apprentice labor hours must be attributed to apprentices living in the following zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233 The contractor shall specifically note the SBE, residency, and apprenticeship forms for this project. If the forms are not filled out properly, it will be cause for rejection of the bid. Bid Security Required: Bond, Certified Check, Cashier's Check or Cash to accompany bid: 10% of the Contractor's Base Bid. For those bids being submitted through Bid Express and using a manual Bond, the contractor may send a signed/executed copy of the bid bond to the Department of Public Works Contract Office by emailing DPWbids@milwaukee.gov. THE EMAILED COPY OF THE BOND MUST BE RECEIVED BY NO LATER THAN 10:30 A.M. ON THE SAME DATE THAT THE BIDS ARE DUE FOR THAT SPECIFIC OFFICIAL NOTICE, or the bid will be considered non-responsive. The original bid bond document must then be submitted by the contractor to the Department of Public Works Contract Office in-person or by mail to 841 N Broadway, Rm. 506, Milwaukee, WI 53202, within 24 hours upon being notified that they are the apparent low bidder. IMPORTANT NOTICE: All bid documents for the listed project(s) are available electronically at www.city.milwaukee.gov/dpwbids and at www.bidexpress.com and can be submitted using either Bid Express or by emailing PDF copies of the complete bid documents to DPWbids@milwaukee.gov before 10:30 A.M. on the date of the bid opening. Any required addenda or response related to listed projects will be posted on both the DPW and Bid Express websites. PAYMENT MONITORING REQUIREMENTS: All Contractors awarded a contract valued at $25,000.00 or more are required to participate in training on the City of Milwaukee's B2GNow contract compliance software within 30 days of the contract award date. Throughout the contract term, Contractors are required to regularly provide timely subcontractor payment information in the City's contract compliance software. PAYROLL MONITORING REQUIREMENTS: The Prime Contractor awarded this project is required to participate in training on the City of Milwaukee's Labor Compliance Reporting (LCR) Software after the date of contract award.
